J, you kind of ARE missing the point. First of all, there is a huge difference between a child that has been institutionalized for three years and a one year old.
Second, Soper pointed out that she was only approved to bring home a child under a year old, so even if they wanted to take the three year old, they wouldn’t have been able to bring her back into the United States, which kind of defeates the point of adoption for all involved parties.
